Modern society is premised on core values such as equity, inclusivity, universality, sustainability, etc. The achievement of these values is concretized through public policies which are fundamentally about ‘principles’ that govern action towards certain ends. This however necessarily involves trade-offs given the value conflict that is inevitable in pursuing various policies.

Public policy as a tool for modern administration thus involves choices in the ordering of social change which in turn is shaped by the larger political economy. As a positive instrument of change, public policies encompass varied domain areas that have a bearing on the overall well-being and welfare of the citizens. From regulation, redistribution to sustenance and transformation, public policies form the core of modern administration.

Likewise, Public Health as a field focusing on population level health achievements mandates population level interventions with a strong democratic and levelling role played by the State in order to make available all essential health care and public health services equitably and universally.

The effort, therefore, is to locate the policy domain within the larger institutional context of ‘governance’ wherein state, market, and society (including its global imbrications) intersect to produce policy outcomes. Accordingly the teaching programmes in the School are designed with an objective to deepen and contextualize the understanding of public policy and service delivery with a focus on the interplay between the state, market, civil society and the larger political economic environment.
