Aim:This interdisciplinary course explores the complexities of social exclusion, analyzing spatial, structural, institutional, and policy barriers that perpetuate inequalities across various marginalized groups. It equips students with critical skills to analyze, formulate, and advocate for inclusive policies, fostering a deeper understanding of social justice and equality through theoretical frameworks and real-world case studies.
Course Outcomes:
- Understand the challenges faced by socially excluded groups in public policy and analyze the complexities of designing, implementing, and evaluating inclusive policies.
- Equip Students to create evidence-based policies that promote social justice, equity, and systemic change for marginalized communities.
Brief description of modules/ Main modules:
This course consists of four modules.
Module 1: Conceptualizing Social Exclusion– 3.5 Weeks
This module aims to provide students with a comprehensive understanding of social exclusion by exploring its conceptualization through various theoretical frameworks. By critically engaging with both European and Indian perspectives, it encourages students to connect philosophical and theoretical discourses with lived experiences, enhancing their analytical and academic perspectives on social exclusion.
Module 2: Contexts, Challenges, and Strategies for Inclusive Policy Implementation in India– 3.5 Weeks
This module explores contemporary debates on inclusion and exclusion, analyzing state policies, legal frameworks, and social movements addressing inequalities in India. Through case studies and theoretical perspectives, it equips students with a deep understanding of social exclusion's complexities and the strategic pathways for fostering an inclusive society.
Module 3: Toward Participatory Policies and Inclusive Governance– 3.5 Weeks
This module helps students understand social exclusion and inclusion in the context of the Indian state's welfare commitments, critically analyzing whether India aligns with the traditional Western concept of a welfare state and how its role has evolved. By exploring key issues like caste, class, gender, and access to essential services, students will gain insights into policy frameworks, governance structures, and participatory policymaking to promote social justice and inclusive development.
Module 4: Advancing Inclusion: Policies and Advocacy for Marginalized Communities– 3.5 Weeks
This module examines governance and public policy in post-globalization India, focusing on transformational and incremental reforms, grassroots activism, and inclusive policy making. By analyzing national and subnational governance, students will gain critical insights into policy frameworks, advocacy strategies, and the role of government and civil society in addressing social equity and marginalization.
